The Blitz had affected every major city and many towns across the UK. Fire fighters in Great Yarmouth earlier in 1941.

Hitler fully expected that he would soon knock Russia out of the war and be able to turn his attention to the west once more. There were many in Britain who thought this scenario quite likely.
